"The Evolution of the MISO Markets"

The MISO system is undergoing change at an unprecedented rate and significant market improvements are needed to facilitate this change. The 2022 State of the Market Report discusses these improvements, while identifying pitfalls and concerns to be addressed. These improvements and concerns include MISO’s day-ahead and real-time markets, the evolution of its capacity market, the utilization of the transmission system, and long-range transmission planning and investment. Dr. David Patton, president of Potomac Economics that serves as the Independent Market Monitor for MISO, will host a discussion of the findings and recommendations in this Report.

Dr. David Patton has more than 30 years of experience as an energy economist. He provides expert advice, analysis and testimony to clients in the electricity and natural gas industries. His areas of expertise include market monitoring and design, merger and other market power analysis, transmission pricing, asset valuation, and congestion management. Potomac Economics currently serves as the Independent Market Monitor for the Midcontinent ISO, New York ISO, ISO New England and ERCOT. In these capacities, he monitors the markets to identify market design flaws or improvements, and to detect and mitigate attempts to exercise market power or manipulate market outcomes. Dr. Patton has provided expert testimony and analysis on competitive issues in a number of electric utility mergers, antitrust cases, and other cases before the FERC, state regulatory agencies, the Department of Justice and the Federal Trade Commission. Dr. Patton has published and spoken on a broad array of topics and holds a Ph.D. in Economics from George Mason University.
