Barbara Clemenhagen

Executive Director

Barbara Clemenhagen became the Executive Director of GCPA in May 2024. Prior to this, Barbara served as the Vice President of Market Intelligence for Customized Energy Solutions. She has extensive experience advocating for fair and efficient market rules and regulations that enhance competitive power markets for investors, operators, retailers and consumers. Barbara has experience with leading strategic initiatives for generators, power marketers and retailers to enhance competitive markets, including the design and establishment of markets, and the introduction of new rules, structures, services and products. During her extensive career she has taken on projects that range from strategic to operational, and include strategy and business planning, market design, regulatory, project finance, acquisitions and divestitures. Her work is often conducted in complex environments with limited resources and under extremely tight timelines.

Prior to joining Customized Energy Solutions, she was the Vice President of Commerical and External Relations for Topaz Power, a power generation company in Texas. During her tenure at Topaz Power, she served on the ERCOT Board of Directors representing the Independent Generator market segment. She previously served on the ERCOT Technical Advisory Committee and chaired the ERCOT Wholesale Market Subcommittee for several years. From 2009 to 2013, Barbara was the President of the Texas Competitive Power Advocates; a trade association representing power generators and wholesale power marketers who owned and/or operated ~3/4 of the total electric generating capacity in TX.

Barbara was the Director of Regional Regulatory Affairs for Sempra Global and the Sempra Global lead on Electricity Market Design issues. In her role, Barbara actively advocated for fair and rational rules that promote merchant activities in a robust wholesale energy market. Barbara was a Commissioner at the British Columbia Utilities Commission (BCUC) appointed by the Premier of British Columbia by Order-in-Council. During her tenure at Utilities Commission and prior to her appointment, Barbara served as Vice-Chair of the Canadian Institute of Energy. Barbara started her energy career at BC Hydro and Power Authority as a Strategic Planner. Barbara has an undergraduate degree in Commerce, graduate degree in Economics and in Law and Administration.

Mary L. Armstrong

Deputy Executive Director

Mary Armstrong joined GCPA in 2007 and serves as Deputy Executive Director for the association. Prior to joining GCPA, Armstrong served as Vice President in the commercial lending area for a number of financial institutions. She also served as the Corporate Director of Credit for Fisher Camuto Corporation, the manufacturer of 9 West footwear. Additionally, Armstrong has headed numerous volunteer committee initiatives and was awarded a PTA Life Membership in recognition of her service in the Katy Independent School District. Armstrong is a graduate of St. Mary's College in South Bend, Indiana with a double major in Business (Accounting and Finance concentration) and English Rhetoric.

Donna Foy

Membership & Event Support Manager

Donna Foy joined GCPA in August 2023 as the Membership & Event Support Manager.  Prior to joining GCPA, Donna was the Deputy Director of the North American Energy Markets Association where her principal responsibility was arranging NAEMA’s conferences featuring some of the energy industry’s leading experts on the market’s key issues. She was also NAEMA’s lead on the joint NAEMA-IECA Power & Gas Master Agreement, the energy industry’s first fully integrated power and gas agreement. Prior to joining NAEMA, Donna was Director of Contract Administration for Iberdrola Renewables, during which time she also served as WSPP’s Operating Committee Chair. She began her work in energy contracts at Arizona Public Service following years working in law.

She thrives on challenges, particularly those that expand the company’s goals and objectives.
