Office of Texas Governor Rick Perry
Brian Lloyd currently serves as Governor Rick Perry's Deputy Director of Budget, Planning, and Policy and is the Governor's advisor on energy and utilities policy. Prior to working for Governor Perry, Brian held a number of positions at Public Utility Commission of Texas, providing analysis regarding energy issues to the executive and legislative branches of the Texas government. Brian has provided testimony before the PUC, FERC, and the Texas Legislature on a variety of issues related to the electricity industry. He was the primary author of various reports to the Texas Legislature regarding the state of competition in the electricity industry and was a principal contributor to the Governor's Competitive Council's 2008 Texas State Energy Plan.
Brian grew up in Plano, Texas, has a Masters degree in Economics from the University of Texas at Austin, and a Bachelor's degree in Economics from Louisiana State University. He lives in Austin with his wife Melanie and sons Josh and Kip.
