University of Houston Law Center has announced Scott Looper as a 2009 recipient of the GCPA David Olver Memorial Scholarship.  The scholarship was awarded based on the quality of a paper submitted by Looper in a seminar on energy issues. Looper will graduate this May in the top 20% of his class. He served as Symposium Editor of Houston Law Review and will join Dewey & LeBoeuf LLP in Houston. His winning paper, "Only Natural: How Competition Devoured the Consumer in Texas’s Retail Electricity Market,” is available for viewing.
