Join us for GCPA’s first Virtual Forum of 2024 featuring Thomas Gleeson, the new Chairman of the Public Utility Commission of Texas (PUCT).  GCPA Board Member and Vice President of Regulatory Policy for Oncor Electric Delivery, Brian Lloyd, will facilitate this discussion with Chairman Gleeson where he will share his goals for the PUCT and insights into the agency’s agenda for 2024.  They will also discuss the considerable progress that has been made in implementing legislation passed by the Texas legislature in its 2023 session. 

Thomas Gleeson was appointed Chairman of the Public Utility Commission of Texas (PUCT) by Gov. Greg Abbott on January 19, 2024. He previously served as the Executive Director of the PUCT, a position he held since December 2020. Thomas has worked for the PUCT for over 15 years in various roles, including chief operating officer, director of finance and administration, and as a fiscal project manager. Gleeson also worked as a legislative analyst for the Texas Senate and a budget analyst for the Legislative Budget Board. Gleeson is a graduate of the Governor's Executive Development Program at The University of Texas at Austin and served as the former chairman of both the City of Pflugerville Finance and Budget Committee and the First United Methodist Church of Round Rock Finance Committee. He earned a Bachelor of Business Administration from Southwestern University and a Master of Public Administration from The Bush School of Government & Public Service at Texas A&M University. Gleeson lives in Pflugerville with his wife, Elisa, and their three sons.

Brian Lloyd is Vice President, Regulatory Policy for Oncor Electric Delivery. In this role, Lloyd supports strategic regulatory, governmental affairs, and stakeholder engagement initiatives. Prior to joining Oncor, Lloyd served as regional vice president—external affairs and communications for Sempra Infrastructure and Sempra. Lloyd previously served as executive director of the Public Utility Commission of Texas, where he was responsible for the daily operations and management of the agency, strategic planning, and policy development and implementation. Lloyd also served as Governor Rick Perry’s deputy director of budget, planning and policy; and served as the Governor’s primary energy policy advisor. Prior to that, Lloyd worked in a variety of roles at the Public Utility Commission and private industry related to electricity market restructuring and was the principle author of the 2008 Texas State Energy Plan developed by the Governor’s Competitiveness Council. Lloyd has a bachelor’s degree in economics from Louisiana State University and graduated from the University of Texas at Austin with a master’s degree in economics.  He serves on the boards of directors of the Gulf Coast Power Association and Oncor Cares Foundation.
