President Trump may have pulled the nation out of the Paris Climate Agreement, but many states and cities—including in Texas—are already leading the green energy revolution. Renewable energy, electricity storage, smart grids, and electric vehicles all point to a clean, green future for energy in Texas.

The ERCOT market faces challenges that increasingly inhibit the competitive performance needed to sustain the “energy only” design. In particular, addressing large influx of renewable energy with artificially low pricing combined with an aging fleet of thermal generation will require market adjustments to ensure a stable market. Reforms are needed to (1) ensure accuracy of scarcity pricing mechanisms; (2) incorporate marginal transmission losses in the real time cost of serving customers across long distances; (3) reduce impact of “out of market” ISO actions and market rules; and (4) mitigate the impact of traditional transmission planning and cost allocation that inhibit competitive solution alternatives.

GCPA members continue to request that more attention be paid to what is happening in areas along the Gulf Coast in market areas outside of but adjacent to ERCOT. This conference will focus on SPP and provide insight and expert opinions regarding transmission, generation, the market and cyber security.

The reliable and efficient operation of the ERCOT System requires accurate forecasts of load, wind and solar output, timely reporting of all resources’ capabilities and plans, and effective tools to assess the sufficiency of resources to meet the load and cover potential risks. ERCOT continues to improve its forecasting in each of these areas, as well as developing more effective analytical tools. The control room also recently added an additional operator to each shift to support these improvements. Our speaker Dan Woodfin, Senior Director – System Operations at ERCOT, will provide an overview of what ERCOT has done – and is considering in the future -- to keep up with changing system needs.
